TESDA to Train 100,000 Construction Workers for Duterte’s P8-T ‘Build, Build, Build’ Program

Around 100,000 construction workers will be matched with the Duterte administration’s P8-trillion intensified initiative dubbed “Build, Build, Build” program. Of the projects lined up for the triple “B” that need thousands of workers include building roads, bridges, and establishments.

Among them are “ambitious bridge projects” such as spans that will connect the provinces of Negros Oriental, Cebu, Bohol, and Leyte. Many other projects are to address the country’s acute need for mass transportation systems, among them new projects for Luzon, such the Light Rail Transit (LRT) Line 4 (19-kilometer line linking Taytay, Rizal, to Ortigas Avenue in Metro Manila); LRT Line 6 (also 19 kilometers starting from Niyog, Cavite, to Dasmariñas, Cavite); Philippine National Railways’s (PNR) 35-kilometer North Commuter line from Tutuban, Manila, to Malolos, Bulacan; plus a 55-kilometer PNR North extension from Malolos to Clark, Pampanga.

The P8-trillion triple “B” budget until the conclusion of President Rodrigo Roa Duterte’s term in 2022 also covers the modernization, upgrading, and increase of passenger capacity of the Metro Rail Transit (MRT) Line 3 and extending the LRT Line 1 to Cavite under implementation by Metro Pacifi Investments Corp. and Ayala Corp.-led consortium.

There’s more in the pipeline, including the Mega Manila Subway, complex road networks, long-spanned bridges, flood control, urban water systems and other related projects. All the projects are targeted for completion in 2022.

Apparently to supply the need for construction workers, Secretary Guiling “Gene’ Mamondiong, director general of the Technical Education and Skills Development Authority (TESDA) launched the skills training program for around 100,000 individuals.

He unveiled the initiative during the National Integration Scholarship Program (NISP) Forum in Butuan City in Mindanao. Target beneficiaries, the TESDA director general said, are Indigenous Peoples (IPs), the poor, and rebel returnees.

Mamondiong assured that after the trainees complete their training the government will hire them in the various infrastructure projects in the pipeline. “This is only an initial training for the ‘Build, Build, Build’ alone,” he emphasized. He added that the government guarantees employment for the beneficiaries of the skills training.

Duterte’s intensified infrastructure program, he said, is expected to boost the economy because it would generate 12 million jobs. Meanwhile, Mamondiong ordered all the 122 TESDA training centers to open on February 27-28 for the National TVET Enrollment and Jobs Bridging to receive applications from IPs, rebel returnees, and the poor who will avail themselves of the construction seminar.

The TESDA chief also said the officials of barangays, municipal and city governments may also submit a list of their constituents who are qualified for the “Build, Build, Build” program for submission to the Department of Social Welfare and Development (DSWD) for evaluation.

On Friday (February 23), Mamondiong led the NISP for the National Capital Region, Region III, Region IV-A, and Region IV-B at the TESDA Complex along East Service Road, Taguig City. Around 800 IPs, rebel returnees and Moro residents in Metro Manila attended the event that revolved around the theme “Serbisyong Ramdam at Kapakinabang.”

Mamondiong said the NISP seeks to extend TESDA’s programs and services for the special sectors, specifically the IPs, rebel returnees, and Muslim Filipinos or Moros. Director Camad “Kim” Edres of the National Commission on Muslim Filipinos (NCMF)-NCR thanked TESDA for its programs providing skills training for the poor, including Muslims.

“Skills training and TESDA’s National Certification are a sure passport to landing a job here and abroad,” Edres said. At the event, Mamondiong called on the attendees to help convince those who have taken the wayward way to return to the fold of the law. “Let us not (ventilate our grievances) through guns,” he pleaded.

On Wednesday (February 28), Mamondiong will again lead the National TVET Enrollment Day and Jobs Bridging at TESDA Multipurpose Gym, TESDA Complex, East Service Road. He said the two-day event — being held nationwide at the same time in all provinces — starting February 27 is the agency’s way of bringing its scholarship programs close to the people. TESDA will also help its training graduates find a job.
